==Education==
Pande grew up in India and obtained Bachelor of Technology in Civil Engineering from Indian Institute of Technology, Kharagpur in 1959. Thereafter he studied at University of Wales from where he received PhD and DSc degrees.〔
He is Fellow of Institution of Civil Engineers.〔
